An Appeal to the Fathers of the
Holy Roman Catholic and Apostolic Church

Feast of the Most Precious Blood of Our Loving Saviour, Jesus Christ
1st July, 2002

Dear Custodians of the Faith of our Fathers – Your Excellency, Your Lordship, Your Grace,

I, your humble subject and servant of God, address you – and I do so with a completely open heart. As God has entrusted you with the grave responsibility of saving and protecting His ‘flock’, I attest that He has also has invested in me a singular task. That is, to explain His Divine Purpose and Word unto all His people. I was told this in a manner similar to the way in which His Words have come to you – in a Command. He said: "Preach My Word to all the nations…: In the Name of the Father, and of the Son, and of the Holy Ghost. Amen".

In 1982, the God Who Governs the Chair of Peter - and all those who share in His Ministry, as Apostles – came to me through His Most Blessed Mother, Mary, to deliver His Omnipotent Will and Desire for His people. I was given a new name, as was Abraham - and this name was the ‘Little Pebble’.

At the age of fifteen years I had become a daily Communicant; I am now fifty-two years old. From the time of Our Holy Mother’s first visit to me, I have been obedient to the many Directions She has given. I had been a very active Catholic in the Diocese long before I received public Apparitions, so I was well known. I worked together with some Priests – one in particular, Rev. Father Leo Stevens, a fine man who was a much-loved Priest.

In the month of May in1984, the Holy Mother directed me to go to my local Bishop, Most Rev. Bishop William Murray. I handed the Bishop three Messages of the number that I had received up to that time. My hope was they would constitute sufficient evidence for him to initiate an investigation

In November, 1984, Bishop Murray asked me to come to see him, and I spoke with him for about thirty minutes. He said that the three Messages had been studied by Theologians and were found to contain no Supernatural characteristics. He also stated categorically that Heaven would not call Their children to receive Communion on the tongue, because it was contrary to Church Norms of the day – and claimed that for this very reason the Messages could not be from God. He ordered me to stop distributing the Messages, and threatened that if I did not do so he would issue a public notice on the 2nd December, 1984, banning people from associating with me. On the basis that his actions had not constituted an Investigation as detailed under Canon Law, I declined to do as he had instructed.

In April, 1985, Our Holy Mother sent me to Rome, to see the Pope. Without being certain of how to proceed I went to Rome - and within seven days of my arrival I saw the Pope, and was invited by him to go to his private Mass. I asked for his help. His Holiness said that he knew who I was, and gave me permission to see him a second time while I was in Rome. Unfortunately, a Secretary prevented that meeting from taking place. Since that time I have been in the presence of His Holiness on seven occasions – in general audience. The purpose of my visit to Rome was to seek help in presenting an appeal.

In 1986, I founded a Religious Order consisting of four Branches -- of Priests, Nuns, Brothers, families and single laity. There are also external members who make up the Prayer Groups which have affiliation with the Order. The Order is called the Order of Saint Charbel, which is a New Form of Consecrated Life ("Vita Consecrata" – Pope John Paul II – 1996)

Subsequent to my first visit to Rome I have made countless appeals to Rome - through various Congregations, Cardinals, Archbishops and Bishops – to open up an Ecclesiastical Investigation for approval of the Order and the work that I do. However, when my Mission was introduced to the Bishops of the various Dioceses they would condemn it because of Most Rev Bishop Murray’s pastoral letter. Bishop William Murray also refused to open an Investigation, claiming that he had already done so.

In December of 1989, Most Rev. Bishop Moke Motsuri, of Zaire, approved our work for his Diocese.

In June of 1992, Most Rev. Bishop Miguet of Paris – under the Thuc Line of Bishops – approved the Prayer Groups of Saint Charbel, and the Mission.

In November 1992, Cardinal Antony Padiyara, Archbishop of Ernakulam, India, gave support to our work.

In April, 1994, Cardinal Patriarch Nasser Sfeir of Lebanon, a Maronite, gave his public approval to our Prayer Groups.

In January, 1994, Bishop Habib Bacha, of Beirut, Lebanon, of the Greek Melkite Rite, also gave approval to the Saint Charbel Prayer Groups.

Also in 1994, Bishop Francis Neme Baissari of Arado, Lebanon, of the Maronite Rite, gave his approval.

In July, 1998, Archbishop Baltazar Enrique Porras Cardoza, Merida Venezuela gave support of our work, through a Sister Maria Rodriguez.

In May, 1999, Bishop Schneider of Germany - of the Thuc Line - gave approval of the Order.

In September, 1999, Cardinal Sin of Manila in the Philippines, gave approval for the Order to exist in his diocese.

In 1999, Cardinal Frederic Etsou-Nzabi-Bamungwabi and Bishop Mlandu Mayi of Nigeria, approved the work of the Order of Saint Charbel.

In May 2001, Bishop Gungon of Antipolo, approved the Order to be established in his diocese. These and many others were willing to help us until they received the letter from Bishop William Murray and his successor, Most Rev. Bishop Wilson – thus causing them to withdraw their support of our Mission.

On the 11th September, 1998, the new Bishop, Most Rev. Bishop Philip Wilson, announced that an official Investigation would take place.

On the 27th September, 1999 – one year later – Most Rev. Bishop Wilson issued a "decree" against us, and without the Investigation having been held, and asked us to close down.

On the 30th September, 1999, I made my appeal to Rome and to Bishop Wilson.

On the 5th May, 2000, Bishop Philip Wilson informed the Media that a sitting of a Commission to investigate my claims was imminent.

NOTE: My "appeal" had been completely ignored.

On the 7th August, 2000, a Canon Lawyer was appointed as my Advocate – after I had requested this.

On the 21st October, 2000, the Commission called me in where I was questioned by a panel of two Canon Lawyers – one of whom was my advocate – and two notaries. Father Malcolm Broussard, my Spiritual Director and Confessor, was present as a silent witness. All these details can be located on our website. My "appeal" was not acknowledged, but simply set aside.

I wish to point out that no representatives of the Church have come to my Community, and no one from the Church interviewed a witness from it, nor have they considered all the evidence. As my "appeal" had not been heard or delivered to Rome, I made a further "appeal" in January, 2001, on the advice of my advocate.

In July, 2001, a new Bishop was appointed in our diocese – Most Rev. Peter Ingham. Then on 16th June, 2002, Bishop Ingham also issued a "decree" against us. My Investigation still had not taken place.

On the 22nd June, 2002, I presented my third "appeal" to Rome, and to the Wollongong Diocese.

I know, dear Fathers of the Church, this is a long-winded letter, but I need your assistance. I believe truth and justice must be served. I appeal to you to open an Investigation through the power you possess so that all may truly benefit from God’s Work.

It is my believe that Hell will never prevail against the Church and that a "Champion" of God will come forward to fight for the sake of truth and justice. I am at the Mercy of God and His Church.

Saint Francis, and all founders of new Religious Orders were condemned, or not recognized at first until a Cardinal or King came to their rescue. I live and pray in hope.

For your records: The Order of Saint Charbel is now in 160 countries in its varied forms. There are 30 Communities, 30,000 Prayer Groups, 50 Priests, 600 Religious Sisters, 300 Brothers and 1000 lay people, with 500,000 followers. We are in Federation with the Congregation of Franciscan Hermitage founded by Bishop Bartholomew Schneider.
