An Explanation of Bishop William Murray's Pastoral Letter to the Diocese against the the Little Pebble first published in the Diocesan Newspaper The Catholic Weekly on December 2, 1984. This was the first Diocesan statement against the Little Pebble. This article is written by Fr. Malcolm Broussard and published in 1997 in the Apocalyptic Ark Magazine. The article replies to each of the allegations presented by Bishop Murray.

Opening of Canonical Investigation (11th September 1998) Document 1.pdf (13Kb) In August 1998 the Little Pebble wrote to Bishop Wilson requesting the opening of an investigation. This letter is the response to the Little Pebble. This letter formally begins the opening of the ecclesiastical investigation.

Local Public Newspaper Article (7th October 1998) Document 2.pdf (155Kb) The local newspaper in the region of Nowra, N.S.W.  Australia. This article was issued by the newspaper because of the letter of Bishop Wilson (September 11, 1998) initially opening the investigation. This article is very informative, because it refers to Mr. Kamm (and others) having opportunity to put forward his case to the Commission! As shown above -- this never happened. The Little Pebble is clearly happy in this interview -- that this investigation has finally been opened.

Official Endorsement of the Order of Saint Charbel by Abbot-Bishop Bartholomew Schneider, T.O.R (4 May 1999) Official Endorsement English Translation (html) Original Document in German (1.5Mb pdf) The original document is in the German language. An official English translation is provided. This was a very important support for the Order of Saint Charbel. This was a first step and a  development full of hope.

A Year Passes by ...

The Decree issued by Bishop Philip Wilson (27th September 1999)  Document 8 Decree.pdf (213Kb) One year later -- Bishop Wilson issues this personal Decree against the Little Pebble. This Decree was sent by fax late in the afternoon! There was no prior warning. There was no prior notification that a negative Decree was soon to be forthcoming. There was no request for further information or corroborative evidence. The Little Pebble was given no opportunity to reply with further precision in answers to questions. There was a complete lack of procedural fairness (natural justice) within the meaning of the 1983 Code of Canon Law regarding contentious matters. There are several errors of law and fact in this Decree.

Press Release by Bishop Philip Wilson (28th September 1999) Document 9.pdf (190Kb) This Press Release from Bishop Wilson followed quickly upon the promulgation of the Decree. The defect of natural justice is now presented to the world painting the Little Pebble in a very bad light. The errors of law and fact within the Decree are now made public. There is more content here for pursuing a lawsuit for defamation.

Canonical Appeal of Little Pebble (30th September 1999) Document 11 Appeal.pdf (24Kb) As quickly as possible the Little Pebble formally lodged a canonical Appeal to higher authority in the Church -- specifically to Pope John Paul II. A canonical appeal in a contentious matter suspends the execution of the Decree within the meaning of Canon 1638.

Little Pebble's Reply to Bishop Wilson (29th Sep 1999) Document 10 Reply.pdf (40Kb) This letter is the response of the Little Pebble to the Decree. It is a detailed response attempting to show the unlawfulness of this Decree and citing various errors of law and fact. It is an appeal for justice in such a grave matter.

Little Pebble's Letter to the People of God (8th Oct 1999) Document 12.pdf (38Kb) This letter was required because of the grave defamation caused by the public pronouncement of the Decree. The purpose of this letter was to show to the world another "pseudo - investigation" which had labelled the Little Pebble in error with many implications. The lack of natural justice leading up to the Decree was a clear violation of the requirements of Canon 50 and Canon 221.

Second Decree of Bishop Wilson dated May 5, 2000 and related Correspondence Second Decree of Bishop Wilson (pdf) May 5, 2000 Fax from Father Kevin Matthews (pdf) May 5, 2000 Letter from the Little Pebble to Fr. Kevin Matthews (html version) Same letter from the Little Pebble to Fr. Kevin Matthews (pdf version) May 5, 2000. Bishop Wilson sent (by fax) another Decree formally erecting a Commission to investigate the writings and works of the Little Pebble. This Commission is to consist of (2) theologians and (2) Canon Lawyers and be directed by Dr. Kevin Matthews, PhD, DCL, STL. The expressed purpose of the Commission is to establish the compliance of the teachings and works of the Little Pebble with the teachings and practice of the Catholic Church. Finally, the Commission is to make recommendations to the Bishop of Wollongong who alone has sole authority and and responsibility for recognition of associations seeking recognition as Institutes of Consecrated Life in the Diocese of Wollongong. The reply to Fr. Kevin Matthews by the Little Pebble formally registers his complaint for the records -- of the expression "so-called" Order of Saint Charbel. This reply is a call for accountability according to the norms of law. Mr. Kamm formally asks for advocacy and representation, and that it be recorded -- the certain violations of Canon Law in his regard.
